28/18 Election of Chairman for the ensuing year
Resolved Cllr Mark Wakerly would be elected as the Chairman for 2018/19.
Cllr M Wakerly signed the Acceptance of Office
Present Councillor M Wakerly (who chaired the meeting), Councillor P Amies, Councillor G Silman and Ms J Mason – Clerk

A resident wished the degree of uncertainty was clarified if there was going to be an access on to Giantswood Lane after an amendment to the planning application for 500 houses on Manchester Road at the Strategic Planning Board on the 28th March. Cllr G Silman offered to clarify and assured him the article in the Congleton Chronicle was misleading. This was to add another access on to Manchester Road and he had confirmation of this from the Worth developer – Cowdray Planning Consultancy1.
The traffic on Gaintswood Lane was getting worse as due to the parked cars and the volume of traffic and increase in delivery white vans.
A local resident reported on the new’ Alderley Gate’ housing development; she had received a visit from Ms Brenda Lomas- Environmental Health Department, Cheshire East in relation to the noise in her property due to the ‘piling’ works on site. CE did not have any equipment available to monitor this, but they would be aware of it from the pile driving contractors utilised by Bloor homes.
There had been an oil spill the previous week and Bloor homes had apologised for late working the previous Sunday as it was due to clearing the site afterwards.
The sewer pipes were being replaced and connected to the new site.
The buffer zone between the new houses and existing was discussed, it was as in the plans there was 11m between the existing and new houses. This must be again checked when the new houses were built on the other side.
Ms S Ackers – Congleton Town Council
Suzie had attended to give an update on CTC’s proposals to establish a cycle link around Congleton through the new housing developments in the rural areas. She wished the rural Parish Councils to interact with the developers and promote the use of a cycleway as opposed to cars. The developers were gaining planning approval and then have conditions removed to avoid such issues.
Cllr G Booth – work commitments
Cllr M Wakerly proposed the minutes and Cllr P Amies seconded. All members agreed the draft minutes were accepted.
Resolved that the minutes of the meeting held on 1st March 2018 be approved and signed as a true and accurate record.
31/18 Election of Vice Chairman for the ensuing year
Resolved Cllr G Booth would be Vice Chairman for the year 2018/19
Due to Cllr G Booths absence the Acceptance of Office would be signed at the next meeting.
32/18 To adopt the General Power of Competence
Resolved to confirm that the Council continues to meet the requirements to exercise the General Power of Competence.

34/18 Councillor Vacancy
The Council discussed the vacancy as no applications had come forward. The Council proposed the next step was leaflet drop to encourage the public to apply.
VTC Consultants – 5 members of the public had stepped forward to be part of the ‘Highways Improvement Committee’ and the Clerk had arranged a meeting in June. The definition of a single-track road was discussed.
Cllr G Silman proposed the Clerk to contact CE highways and find out the ownership of the grass verges along Mill Lane and Smithy Lane.
Cllr P Amies seconded the proposal.
Resolved the Clerk would contact Mr John Tickle – CE Highways to retrieve if the property owner or highways owned the grass verges along Smithy Lane and Mill Lane.
Annual Parish Meeting – Highways – The Council discussed comments and feedback. Overall the meting that been a success and there had been very good feedback.
BT chamber on Mill Lane – Cllr J Wray had not managed to resolve the issue. The Clerk was requested to pursue further by complaining to BT.
Compulsory Purchase Orders for the Congleton Link Road. CE had circulated this document for information about the CPO that had been agreed between CE and the landowners.
New Street Names for 3 new street names for Manchester Road, Congleton
Resolved suggested names Lapwing Way, Fieldfare Way, Peewit Close, Snipe Road
36/18 Cheshire East
Resolved to suspend standing orders to receive a report from Ward Cllr Wray. He reported;
- The procedure with retrieving verge ownership
- The BT chamber would be chased again as no actions had taken place.
The Cheshire East is expecting to launch New Homes Bonus scheme this summer.
37/18 Planning Applications
- 18/1599C Land between Manchester Road and Giantswood Lane, Hulme Walfield – advertising consent for 1 no mini stack, 1 no informative sign and 1 no flagpole.

- 18/1014C Sandy Lane Farm, Giantswood Lane, Hulme Walfield CW12 2JJ – conversion of agricultural building into dwelling.
- 18/1273C Pine Cottage, Wornish Nook, Somerford Booths CW12 2JP – formation of a 20m x 40m manage (all-weather horse riding arena) with boundary fencing and gate including associated minor earth works to replace an existing grassed horse exercising area.

Resolved as the Parish Council had submitted No Objection in November 2016 they would take no further actions.
Alderley Gate – Bloor homes – Cllr M Wakerley, Cllr P Amies and the Clerk had attended a meeting on 5th April. The notes had been circulated. Cllr M Wakerly thanked Ms J Davenport a local resident for her attendance and support.

39/18 Clerks Report
Resolved Cllr G Booth and Cllr M Wakerly would attend the Chairmanship Course on 12th June 2018
The Clerk update members on the recent bin consultation from Cheshire East Council deadline was 21st May – circulated via email.
The Clerk had attended two GDPR consultation courses she had attended, and informed Council of the work involved.
The audit had been submitted to J D Henry Services and was due back on 9th June.
