If members of the public are present, there will be a period of question time at the beginning and at the end of the meeting.

PART 1 – PUBLIC AND PRESS  The Chairman will adjourn the meeting to allow questions from members of the public to last no longer than 10 minutes at the start of the meeting.  After questions the Chairman will reconvene the Parish Council meeting.

To receive apologies for absence.
2.     Declaration of Interest To receive declarations of interest.
3.     Minutes To approve the minutes from 23rd April 2020, held via video conference.
4.     Co-option of new councillor No applications to date.
5.     To adopt the General Power of Competence for 2020 / 21. To approve the Council continues to meet the requirements to exercise the General Power of Competence and no longer needs to use s137 as a power to spend on certain items.
6.     To allocate councillor responsibilities for 2020 / 21.

7.     Audit and Local Councils in England To receive the final internal audit report for 2019/20 from the internal auditors JDH Business Services Ltd and note the recommendations and action plan.

To receive and approve section 1 annual governance statement section 2019/20 of the AGAR and that the chairman and Clerk/RFO sign to confirm.

To receive and approve section 2 – accounting statements 2019/20 and the chairman signs to confirm approval.

To receive and approve Certificate of Exemption and the chairman signs to confirm approval.

To approve the public inspection period (Notice of public rights) from Monday 24th June to Friday 24th July 2020 inclusive. All info to be posted on the website and the noticeboards.

8.     National Cycling Route 55 Cllr VB to update.
9.     Community Chest This will be deferred until the first meeting after the coronavirus lockdown.
10.  Business Plan Chairman to update.
11.  Highways Congleton Link Road.

Smithy Lane – Cllr TR to report on issue of soil run off at the junction of two streams causing a flooding issue.

Deterioration of Smithy Lane since the diversion as a result of road closures caused by the Congleton Link Road.  Clerk to circulate letter that has been sent to Highways and GRAHAM.

12.  Cheshire East To receive a report from any Ward Members present
13.  Planning Applications To consider the following applications and any other since the publication of the agenda:

14.  Accounts BALANCE OF ACCOUNT = £22,366.23

£6,500 – Cheshire East, 1st instalment of parish precept 2020 / 21.

 

Bank reconciliation – a councillor to sign this off.
